Preamble
These provisional rules of procedure are drawn up by the Executive Board pursuant to Article 3 of the annex to the statutes (transitional provisions). They specify the conditions of membership provided for in Articles E and F of the statutes. They shall be deemed repealed once rules of procedure have been adopted by the General Council pursuant to Article CC of the statutes. They are brought to the attention of members by publication on the association's website.
Title I. Membership
Article 1. Membership categories
Pursuant to the last paragraph of Article E of the statutes, the association comprises the following categories:
- Supporter: membership without a fee. Supporters receive the association's publications, are invited to its public events and may take part in consultations open to all members. They do not have the right to vote in the European Meeting.
- Member: full membership, conditional on payment of the annual fee of 19 euros provided for in Article E of the statutes. Members enjoy all the rights attached to membership, in particular the right to vote and eligibility for the bodies under the conditions laid down in the statutes.
- Maastricht Circle: full membership with a fee of 59 euros per year, reduced to 29 euros for persons under 30 on the date of joining. It includes the rights of a Member and gives access to reserved activities, in particular discussion sessions held under the Chatham House Rule and meetings with the authors of the association's work.
- Patron: full membership with a fee of at least 250 euros per year. It includes the rights attached to the Maastricht Circle.
The statutory rights attached to membership are identical in the Member, Maastricht Circle and Patron categories. The categories differ only in access to certain activities, in accordance with Article E of the statutes. No category confers any particular power over the direction, work or publications of the association.
Article 2. Joining procedure
Membership is taken out using the online form available on the association's website. Applicants declare that they share the purposes and principles of action of the association and accept the statutes, these rules and, once adopted, the Charter of Values.
Membership takes effect on the date of payment of the fee for paid categories and on the date the email address is confirmed for supporters, subject to Article 3.
Article 3. Refusal of membership
The Executive Board may refuse a membership application in the cases provided for in Article E of the statutes, within thirty days of receiving it. The refusal is notified in writing and states its reasons. Any fee paid is then refunded in full.
The person concerned may contest the refusal before the Disputes Committee, in accordance with Article AA of the statutes, within thirty days of its notification. Until the Disputes Committee has been constituted, the challenge is examined by the Executive Board, excluding any of its members who handled the application.
Article 4. Duration, renewal and change of category
Membership is taken out for one year from the date it takes effect. It is renewed by payment of a new fee. Automatic renewal is set up only with the member's express consent, and the member may cancel it at any time from their personal account. If membership is not renewed, the member becomes a supporter, unless they request otherwise.
Members may change category at any time. A move to a higher category takes effect immediately; a move to a lower category takes effect at the end of the current period.
Article 5. Right to vote
To take part in votes of the European Meeting, a member must be up to date with their fee on the closing date of the electoral roll and must have joined at least three months before that date. The electoral roll is drawn up by the Secretary-General at least fifteen days before the vote.
Article 6. Fees and donations
Fees are acquired by the association. They are not refundable, except in the case provided for in Article 3 and in the cases provided for by law, in particular the right of withdrawal where it applies.
Anyone may make a donation to the association; a donation does not confer membership. Donations and fees give rise to no consideration other than that provided for in Article 1. The association issues tax receipts only if it meets the conditions laid down by law and after verifying them.
Article 7. Withdrawal
Any member may withdraw from the association at any time, from their personal account or by writing to the Secretary-General. Withdrawal gives no entitlement to a refund of the fee for the current year.
Title II. Members' personal data
Article 8. Access to the membership register
Pursuant to Article F of the statutes, access to the membership register is reserved to the President, the Treasurer, the Deputy Treasurer, the Secretary-General and the Deputy Secretary-General, and to the persons they individually authorise for that purpose for the needs of their duties. Authorisations are recorded in a register kept by the Secretary-General and reviewed every year.
Authorised persons access the register through a personal account protected by two-factor authentication. They extract only the data strictly necessary for their duties.
Article 9. Retention period and rights of individuals
Members' data are kept for the duration of membership and then for three years from its end, unless a longer retention period is required by law, in particular for accounting purposes. Payment data are processed by the association's payment provider, which does not pass the details on to the association.
Every member has the rights of access, rectification, erasure, restriction, portability and objection provided for by the General Data Protection Regulation and French Law No. 78-17 of 6 January 1978. They exercise them with the Secretary-General, as described in the privacy policy published on the association's website.
Title III. Final provisions
Article 10. Charter of Values
Pending its approval by the General Council under the conditions laid down in Article E of the statutes, the Charter of Values published on the association's website applies provisionally as an annex to these rules. The Executive Board submits it to the General Council at its first meeting.
Article 11. Entry into force
These rules enter into force on the date of their adoption by the Executive Board. They apply to memberships taken out from that date.
